This week our districts have been notified that their January 2014 remittance payments have been mailed and will be arriving this week. These checks will include not only your claiming received for the month but will also include your retro reimbursement from July 1, 2013 thru December 31, 2013.
Depending on the amount of claims received during that time frame you will be paid for the increased rate that was determined beginning on July 1, 2013. Based on calculations from the Department of Administrative Services this is a substantial increase for the newly revised fee schedule (FFS) for services for the 2013-2014 fiscal year.
Cost reports from 2009-2010 have been recalculated based on information that was provided to the Department of Social Services. DSS found almost 2.5 million dollars in errors that are due to our districts. For many districts they will be receiving adjusted compensation that will reflect the amount of reconciliation and settlement that should have been received last July 2013.
Unfortunately for some districts they are being notified that they received over payments from the previous cost report and are required to return the amount that was paid. This amount will be recouped by DSS from your current payments each month until the amount has been satisfied. Make sure you look over any documentation you receive and if you have questions please reach out for assistance.
This week in addition to these 2 payments you will be receiving your original cost reports from 2010-2011 along with an explanation on how these corrections have impacted your school district. Calculations were based on actual services provided, time study participation and hours, number of claims received based on cost report documentation that was submitted including all purchased services, employee salaries and benefits included on your district ED001 reports for 2011. These calculations along with the Medicaid penetration rate determine the actual cost reconciliation the district is entitled to.
Along with this explanation a certification page has been sent that must be signed by the district's Superintendent acknowledging the revised payment amount has been accepted. This must be signed and returned to the Department of Social Services to validate the district's acceptance of this revised payment. This can be mailed, faxed or emailed to DSS.
We have shared your frustrations this past year and commend you for your patience while our CT SBCH program continues to go through so many changes. Of importance is making sure you continue to follow all guidelines that are being sent to the district to complete time studies, employee lists and in the next few weeks data collections. This documentation is a requirement needed to complete annual cost reports.
