Cost reconciliation and settlement figures have been calculated for our school districts and were sent out by DSS on Friday, February 5, 2016.
These amounts are based on each districts individual cost report submissions for the 2013-2014 school year.
Districts will notice these amounts have drastically been reduced based on the following reasons:
- This is the first calculation year in which the new Parental Consent requirements/regulations have an impact on the Medicaid Penetration Rate (MPR) for the district.
- This is the first full calculation year in which the interim payment rates for the CT SBCH program were used in determining the formula.
- Most districts saw an increase in their monthly claiming for the school year.
Parental consent is crucial to the success of your Medicaid program. Failure to obtain consents will impact cost reconciliation and direct claiming.

When to expect your reimbursement check or recoupment phase to begin
The certification page included in the email that was sent out by DSS must be signed with the original signature of the Superintendent. This can be emailed to Kathy Blackwood at Kathleen.blackwood@ct.gov or via fax to 860-424-4812.
Check settlements will be received by the districts no later than June 30, 2016
Recoupment
If a district has a receivable amount due to the State this will be collected through recoupment of future months' remittances until the amount is collected in full.
