HP Enrollment put on hold for Connecticut Districts

You may have recently been notified by HP, Connecticut's Medicaid fiscal billing agent, that your district is required to complete enrollment for the SBCH program? For many your enrollment has or will be expiring. What does this mean to the district?

Several months ago notification was sent to all CT districts by DSS requesting that districts contact the department directly when they were notified by HP. As part of the district’s agreement with DSS and HP they would be required to re-enroll in the Medicaid program.

To the best of our knowledge there has been a delay in everyone’s enrollment status and districts have been informed to await further instruction. In prior years, districts were required to submit re-enrollment by completing a one page document to include their NPI and AVRS ID number.  The Superintendent was required to sign off for the district to be re-enrolled in the CT Medicaid program.

If you receive a letter from HP please keep this documentation and notify us for assistance.

In order for the district to continue in the SBCH program it will be required that a new enrollment packet be completed. This will be sent to the district from DSS.

Our districts are expressing concern and confusion on what the proper procedures are to follow. Make sure the appropriate staff are alerted to look for any notification from HP or DSS as this is going to be a mandatory requirement that a new enrollment packet be completed. Months ago we were informed that the procedures were being reviewed by the attorneys and a new packet would be updated for the districts to use.

Our latest update from DSS is that they are in the process of finalizing the requirements that districts will need to follow for their re-enrollment. We are anticipating that this should be completed soon and districts will receive instructions on how to proceed.

The following information will be required for you to begin this process for your continued participation in the CT School Based Medicaid program.

  • NPI Number (This is your unique identification number)

  • AVRS ID Number (This number was originally issued when the district enrolled in the Medicaid program)

  • District LEA Code
